目的：探讨我国香港地区药品价格的管理机制，为大陆地区提供借鉴。方法：从香港地区药品价格管理的每个环节出发，

基于整个药品价值链，研究其药品定价、流通和补偿过程中的管理机制。结果与结论：香港地区药品定价方式主要为招标定价法，

由医院管理局与药品供应商谈判确定采购价格；在流通方面，以药品支付方作为招标采购主体，对药品进行带“质”招标和带“量”

采购，公立医院不加价销售；最后采购价格再经过政府补偿环节最终形成患者实际支付的药品价格。大陆地区可以借鉴其药品招

标模式，将医保部门作为招标的主体，弱化医院与药品经销商或生产商之间的联系；扩大政府对公立医疗机构的财政投入，提高药

品报销水平。

OBJECTIVE：To provide reference for the price management of medicines in Chinese mainland by inquiring into relative

management in Hong Kong. METHODS：Based on the steps of price management and the value chain of medicines in Hong

Kong，the management mechanism of medicine pricing，circulation and compensation were researched. RESULTS & CONCLUSIONS：

The prices of the medicines in Hong Kong are mainly determined by the tender between Hospital Authority and the pharmaceutical

suppliers. In circulation，medicine payer as main body in bidding and purchase conduct“high quality”bidding and“mass”

purchase，and price remained the same in public hospital. On the basis of the purchase price，the price that actually paid by patients

is the result of government compensation. Chinese mainland can draw lessons from such drug bidding mode in Hong Kong

which will lead health care department to act as the main body in bidding，weaken the relationship between the hospitals and the

drug dealers or manufacturers，and expand the government’s financial investment in public medical institutions to improve reimbursement.
